Sway bar link bracket mounting question

There is a mounting bracket at each end of the front sway bar. The sway bar links mount to it and then to the sway bar. I think that bracket (pictured) may have been mounted incorrectly on my car.

I just read some old Crown install instructions from Kevin Wilson that say to remove the front struts from the lower control arms and use the strut bolts to mount the brackets. He does not say to reinstall the strut (control rod, adjusting rod).

Does the Crown front suspension call for the struts to be removed? The brackets have four holes and it looks like I'd have drill a hole or two to mount the brackets, but I don't see how the bracket could align with the the strut and bolts in place. The PO installed the bracket to one side of the strut with only two bolts.

I've looked at the Crown manual but cannot find anything about the front suspension.

What is correct? Photos would be very helpful.
